While I don't think it's quite possible to leave nail polish remover open on purpose, I would be remiss if I didn't at least note that many users report their removers to develop an off smell after they are left open. If that happens to you, just pour them out and start fresh. It won't kill you!

The heat will help loosen up any remaining nail enamel, so you’ll get more product out. If your bottle is plastic, try using ice cubes to freeze it. It will thaw faster than warm water and melt any leftover remover as well. Just be sure to check periodically to ensure that none of your nails are melting!
